Flooding of a split level home ground floor

How to stop the ground floor of a split level home from flooding during a heavy rain? The floor is cement but the carpet always gets ruined and the padding. What to do? My Mom has replaced carpet many times, she has the gutters cleaned out from the pine straw, she had a trench dug beside the wall that the water comes from to try to alleviate this but doesn't help much.
